Mission Statement

The economic, legal and managerial missions of the Kansas Corporation Commission (KCC) are to protect the public interest through impartial, efficient, and transparent resolution of all jurisdictional issues; and by participating in other forums and tribunals where articulated state policy objectives are at issue. The agency shall regulate rates, services and safety of public utilities, common carriers, motor carriers and regulate oil and gas production by protecting correlative rights and environmental resources. Chairman Mark Sievers

Mark Sievers

Mark Sievers was appointed to the Kansas Corporation Commission on May 5, 2011, by Governor Sam Brownback. He was elected Chair of the three-member Commission on May 17, 2011.

Sievers is an experienced senior executive, an economist, and a lawyer experienced in policy development, economic policy analysis, and complex public utility litigation. Commissioner Thomas E. Wright

Thomas E. Wright

Thomas E. Wright was appointed to the Kansas Corporation Commission by Governor Kathleen Sebelius on May 23, 2007. Wright was appointed for a second term by Governor Mark Parkinson on January 8, 2010.

Wright has been a partner in the law firm of Wright, Henson, Clark, Hutton, Mudrick & Gragson, LLP, in Topeka, Kansas. Recently, he served as Chair of the Governor's Gaming Committee and of the Consolidation Commission of Topeka-Shawnee County in 2005. More about Thomas E. Wright...

Commissioner Ward Loyd

Ward Loyd

Ward Loyd is a fourth generation Kansan, although the seismograph crew his father was the blaster for was stationed out of Henderson, Kentucky, long enough for Loyd to be born there on February 8, 1943. After being raised on a farm near Kiowa, Kansas, Loyd earned a Bachelor of Arts in History and Political Science from Southwestern College in 1965, and then received his law degree Cum Laude from Washburn University School of Law in 1968.
