How does a company sign up to utilize the online filing of KCC forms through SOLAR?

A company's authorized agent must complete and mail the Master Electronic Filing Certification form along with the Appointment of the Electronic Filing Administrator to the KCC.

Who is a company's authorized agent?

For Individuals – the individual. For all Partnerships – one of the General Partners. For Corporations – the President or for larger corporations such as BP, Mobil, etc. a Regional Supervisor or Manager. An attorney who signs for any of these entities can always be accepted.

What address do I use for the authorized agent?

If the authorized agent address is different than the address supplied for the company on their licensing application, the authorized agent may use that address.

I'm the designated Electronic Filing Administrator for a company. Now, what do I do?

Once the KCC approves the Master Electronic Filing Certification form along with the Appointment of Electronic Filing Administrator, a confirmation email will be sent to the email address provided for both the authorized agent and the designated Electronic Filing Administrator. The Electronic Filing Administrator then creates his account on SOLAR by following instructions on page 3 of the form. The KCC will then set up the Electronic Filing Administrator with the necessary permissions needed to add users to their company and to assign certain electronic filing rights for those users. The KCC will also send instructions to the Electronic Filing Administrator on how to do this.

Am I required to file electronically if I have submitted a Master Electronic Filing Certification and an Appointment of Electronic Filing Administrator?

No, you are not required to file electronically. But it is recommended for expedited processing.

Is there any cost for utilizing electronic filing through SOLAR?

Absolutely not.

When I log into SOLAR, I do not have access to all the forms that are supposed to be available. What is the problem?

When you log into the system you will only be able to select those forms for which your company's Electronic Filing Administrator has given you permissions to. Contact your company's Electronic Filing Administrator if you have any questions about the forms you can access.

I am the designated Electronic Filing Administrator. When I log into Solar I cannot access user accounts for my company. What do I need to do?
