Emler Sworn in as Commissioner


Topeka, KS - Today, Jay Scott Emler was sworn in as a Commissioner of the Kansas Corporation Commission (KCC).

Commissioner Emler was appointed by Governor Sam Brownback on January 8, 2014, and confirmed by the Kansas Senate on January 16, 2014. His term expires on March 15, 2015.

"I am truly honored to serve on the Commission," stated Emler. "I greatly appreciate the work the Kansas Corporation Commission does for the citizens of Kansas in protecting the public interest. I look forward to the opportunities this new role presents."

Prior to the KCC, Emler served in the Kansas Senate where he represented the 35th District in central Kansas for 13 years. While in the Senate, he served as Chairman of both Ways and Means and the Utilities Committee. Emler has previously held a senior position as Vice President and General Counsel for Kansas Cellular. He has had a law practice in McPherson.

"Senator Emler is a welcomed addition to the Commission," stated Chair Albrecht. "His work on the Senate Utilities Committee and understanding of the many complex issues that come before the Commission is invaluable."

He is a graduate of Bethany College, Lindsborg, where he earned a bachelor's degree and teaching certificate. He earned his law degree from the University of Denver, College of Law. Emler also received a master's degree in Homeland Security and Defense from the Naval Postgraduate School in Monterey, California.

Emler and his wife Lorraine live in McPherson County where they operate a small family farm.

Emler joins Commissioners Albrecht and Wright on the three-member Commission. Members are appointed by the Governor and serve staggered four-year terms. State law provides that no more than two of the three Commissioners may belong to the same political party.

The KCC regulates five industries in the Kansas economy and has the responsibility of ensuring that natural gas, electricity, telephone, and transportation vendors provide safe, adequate, and reliable services at reasonable rates. The mission of the agency is to protect the public interest through impartial and efficient resolution of all jurisdictional issues. The agency regulates rates, service, and safety of public utilities, common carriers, motor carriers; regulates oil and gas production by protecting correlative rights, environmental resources, and energy storage; and promotes energy-related programs.
