KCC Approves Westar Rate Consolidation
Orders parties to collaborate on implementation

Topeka, KS- The Kansas Corporation Commission issued an order today approving the consolidation of rates for customers in Westar North and Westar South territories.

"The arguments presented in favor and in opposition to consolidation have been addressed in witness testimony, in public comments, and in arguments of council," the order read. "After a review of the entire record, the Commission concludes rates should be consolidated as soon as feasible."

Having decided to consolidate rates, the Commission must decide how to achieve rate consolidation. Because the task is complex and the issues decided will directly impact Westar customers, the Commission has directed parties to participate in collaboration to examine ideas and proposals for how to reach full consolidation.

"The Commission is confident that representatives of the various parties will continue to provide thoughtful and comprehensive suggestions to assist in determining how to accomplish full rate consolidation," the order read.

KCC staff will file a motion within 30 days setting forth a proposal for opening an investigation to address the question of how to proceed with rate consolidation, including a proposal regarding a collaborative process involving all the parties.

The Commission has pursued a policy to gradually decrease the differences in rates charged to Westar North and Westar South customers since the approval of the merger of Kansas Power and Light (KPL) and Kansas Gas and Electric (KGE) in 1991.

Over the course of the last 18 years Westar has taken many steps to reduce disparities between rates, tariffs, and schedules, and to integrate its operations into a single system to meet the combined needs of its customers.

Today, the average Westar North residential customer pays $77.28 a month while the average Westar South residential customer pays $77.31 a month.
