KCC Commissioner appointed to NARUC Board of Directors


TOPEKA - The National Association of Regulatory Utility Commissioners (NARUC) has announced the appointment of Commissioner Dwight D. Keen of the Kansas Corporation Commission to the Association’s Board of Directors.  As the supervisory body, the NARUC Board oversees the Association's general and financial functions and approves resolutions that serve as the Association's policy.

NARUC is a non-profit organization dedicated to representing the state public service commissions that regulate the utilities that provide essential services such as energy, telecommunications, power, water and transportation. The Association’s members include all 50 states, the District of Columbia, Puerto Rico and the Virgin Islands. NARUC also represents the interests of state public utility commissions before the three branches of the federal government.

“I am truly honored by the opportunity to serve on the NARUC Board of Directors and thereby participate in advancing the important public service missions of NARUC,” said Keen.

As a member of NARUC, Keen currently serves on the Committee on Gas, Subcommittee on Pipeline Safety, and the Subcommittee on Clean Coal and Carbon Management. He is also the vice chair of the NARUC Gas-Electric Alignment for Reliability Working Group.

Keen was appointed to the KCC by Governor Jeff Colyer in 2018 and reappointed to a second four-year term by Governor Laura Kelly in 2022. Both appointments were approved by the Kansas Senate. His previous government experience includes serving for six years as Kansas Securities Commissioner and for four years as a member of the Kansas Board of Tax Appeals.
