Request for Change of Operator Form ("T‑1") available on KOLAR Beginning March 1, 2017
Beginning March 1, 2017, Operators shall have the ability to file T‑1 forms, including the Surface Owner Notification (KSONA‑1) form, through KOLAR.
Beginning June 1, 2017, Operators shall be required to submit T‑1 and KSONA forms through KOLAR.
The three-month period between March 1 and June 1 is intended to allow operators the opportunity to become familiar with the new electronic format. During that time, operators may continue to file the T‑1 and KSONA via paper, or may file the forms through KOLAR.

Filing via KOLAR requires both the current and last operator to "sign" the T-1 on KOLAR before the T-1 can be submitted. A copy of the lease, lease assignment, bill of sale, or other legal documentation indicating the new operator has the right to operate the lease must be attached to the KOLAR filing.
Please review all persons currently authorized to submit paperwork through your KOLAR account, to ensure that only appropriate persons may submit forms on your behalf. In addition, any personnel in your organization who normally completes, signs, and submits T-1 Forms to the KCC will need to have a user account on KOLAR.
Transfers involving personal use licenses or gas gathering systems must continue to be filed via the paper forms available at http://www.kcc.ks.gov/oil-gas/oil-gas-forms, even after June 1, 2017.
